    Peeling means the old paint lost adhesion, so prep is everything: scrape off all loose paint, sand the edges smooth, spot-prime bare spots (and any raw wood), then repaint with quality exterior paint. Skipping prep or painting over damp/chalky surfaces is why it peels again. Fix the moisture source too (gutters, leaks) if that's what's lifting the paint.
