Concrete - Pavers

Concrete Very, very small project. My sidewalk sticks up above ground approx. 4 inches. I want someone to build a concrete platform roughly 9 ft X 1 ft that is level, and only two or three inches high, with no slope anywhere. The platform should touch the sidewalk and will be lower than the sidewalk. Probably no digging will be required. I will use the platform to set concrete planters on -- I have the planters -- and want them to all be the same height, hence a no-slope platform. Mulch will be put over the concrete because the location of the work is in a mulched area.
