Deck - Repair/Remodel

I have an extra large deck from the previous owner. The previous owner blocked off the basement entrance. I needbthe basement entrance reopened. Therefore, need about 4 feet if my decking removed So I can have access to the basement entrance and remove the cement blocking and put in a door. The contractor will need to reinstall the railing that was removed.
